I found that script documented here:

However, that page is somewhat outdated.
It does not document, that you can use the parameter "-l <language>"
instead of using that language.conf file.
So, if you want to translate the file license.wml to Korean, you can use:
(execute in ../webwml )
./copypage.pl -l korean english/license.wml
I will add this to above webpage.
