FTR, the English version is available here:

https://www.debian.org/releases/stable/amd64/index.en.html

It looks like the files from the install manual were renamed from
index.html.* to index.*.html and the website code was not updated to
handle this.

We need to update the code to handle the new filename layout:

https://salsa.debian.org/webmaster-team/webwml/blob/master/english/releases/buster/installmanual.wml
https://salsa.debian.org/webmaster-team/webwml/blob/master/english/template/debian/release.wml

Until that happens:

A while ago I filed a bug on Firefox about adding a per-site language
setting, but nothing has happened yet.

https://bugzilla.mozilla.org/show_bug.cgi?id=1545392

Until that happens:

There is an add-on that implements per-site language settings:

https://addons.mozilla.org/en-US/firefox/addon/accept-language-per-site/

There are addons to make it easier to switch languages:

https://addons.mozilla.org/en-US/firefox/addon/languageswitch/
https://addons.mozilla.org/en-US/firefox/addon/quick-accept-language-switc/
