No, according to their web site;

  cvs2git, like cvs2svn, does not support incremental conversion

If it is one-off conversion, it is not a problem.

If you wish bidirectional with reasonable speed, think about my script
which I used at one point in history.  I am not updating debian-webwml
recently.

There are two approaches to do bidirectional updates.
