I have no idea what stress the wiki is under from people who wish to
degrade its usability. I also have no idea how hard it is to prevent
this happening or how effective the measures in place succeed in
preventing it.
But regarding the present message sent to unsuccessful joiners:
1. Account creation failed:
Looks straightforward.
2. To prevent spam, this wiki requires additional information from some
people.
Reason given. What to do about it.
3. Please contact wiki@debian.org and describe what you want to
do in the wiki...
Personal, one-to-one assistance given. That is more than you might get
elsewhere.
How could anyone be confused by this?
The request has failed. The user knows why and what to do about it. Any
delay is caused by the user not resonding. The message is ok as it is.
