Apparently, wiki.debian.org blocks requests from users of the IPredator VPN service https://ipredator.se/.

Without my IPredator VPN, I can request https://wiki.debian.org/ (and sub-pages) fine. With VPN, I always get a page saying:

Forbindden
You are not allowed to access this!

Currently, they give me an IPv4-address in the block 46.246.46.0/24.

Whatever the reason for the block was: please unblock VPN users.

If you can't, then please at least enable read-access, and maybe deny account signup.

We have switched to a separate IP address blacklist for editing/reading
the wiki vs registering wiki accounts. At the current time the new read
access blacklist is now empty, so this will resolve the VPN issue.
The situation may evolve as we get experience with the results.
