The Debian Project is not a legal entity and the Debian Constitution
is not a legal document, just a set of rules the Debian Project
governs itself by.

I think it is reasonable to have the constitution translated, as long
as out-of-date translations are clearly marked. Currently they are not
marked properly. I expect the outdatedness feature of the website
needs to be adjusted to allow for per-page age preferences.
