No, as already pointed before, proper 301 Redirect is the way to handle
URL move.
https://wiki.debian.org/Teams/Webmaster#line-10 points to the apache
conf, please send your patches to webmaster@d.o before moving any
further URL.

That seems like the way to go, yes: 404 is the proper way to state the
content doesn’t exist any more.
