Yes: http://packages.debian.org/sid/main/python-sip-dev

Today I checked the mirrors of "packages,debian.org" using netcat:

hannes@base:~$  echo 'GET /sid/main/python-sip-dev HTTP/1.1
Host: packages.debian.org

'|nc  128.31.0.49 80

==> (lots of HTML-Code; including:) <p>No such package.</p>

hannes@base:~$ echo 'GET /sid/main/python-sip-dev HTTP/1.1
Host: packages.debian.org

'|nc   194.177.211.202 80

==> (lots of HTML-Code; including:) <p>No such package.</p>

echo 'GET /sid/main/python-sip-dev HTTP/1.1
Host: packages.debian.org

'|nc    87.106.64.223 80

==> (even more HTML-Code; including:)  <p>
