Bug#542646: Add description of teams to devel/join

As discussed recently at Debconf, and on -devel and -mentors all teams
need help, (and perhaps there should be less focus on prospective
developers just finding unpackaged software).

I was surprised to find no mention od Debian teams on devel/join, so
here's a patch to promote them and link to them.
