Yes it's a good idea. I see this mechanism:

A. Discussion initiate on 
http://wiki.debian.org/DebianWiki/ConventionsDiscussion
1. Explain problematic on DebianWiki/ConventionsDiscussion
2. Send a copy on debian-www@lists.debian.org
3. Debate on this mailing and on the Wiki
4. Summarize discussion on Wiki to create a resolution (like 
http://wiki.debian.org/DebianWiki/EditorGuide#wpas )

B. Discussion initiate on 
http://wiki.debian.org/DebianWiki/ConventionsDiscussion
1. Debate
2. Summarize discussion on Wiki to create a resolution (like 
http://wiki.debian.org/DebianWiki/EditorGuide#wpas )

I think in french (sorry):
 * mailing list is the best for "un espace d'échange rapide permettant une 
effervescence des idées"
 * Wiki is the best for "espace de synthèse et de validation de ses échanges 
pour proposer une réponse cohérente et structurée face à la problématique 
initiale."
(if some can translate this idea ..)
