Lists on debian.org are not necessarily in english, for example in
french :
debian-l10n-french for localization
debian-devel-french for french developpers
debian-user-french for supporting french users.

All these three list are in french, except for some interactions with
the rest of Debian.

Again, I think that would be easier for everyone to just have debian-l10n-$lang.

I know that chinese has its own mailing list hosted somewhere in google,
etc. It's very hard to know all these adresses, while it could be easy ..

To request the creation of a list http://www.debian.org/MailingLists/HOWTO_start_list

Be sure I will not force anyone :) it's just I feel the need to reach
japanese localisation team and wonder why it was not so easy.
