Actually, debian.org has debian-japanese mailing list[1], and
translation update requests
as well as users' questions about Japanese are posted there in
English.  Should it be
divided into debian-user-japanese and debian-l10n-japanese?

In fact, most of Japanese users use Debian JP's debian-users list (and
debian-{devel,doc,www} lists[2]) in Japanese.  Only some developers,
translators, and
non-native Japanese users uses debian-japanese.  I think this condition makes
Japanese users less interested in English lists on debian.org and is
an "obstacle"... :-(
