Hi,
There is no formal rules or guidelines. I would recommend
you to read the [1]Wiki Discussion that has some ideas about
common conventions.

Basically, you should have an account in the Debian Wiki
and start translation, I would strongly recommend that you use
the "subdirectory" approach and the MoinMoin resources for i18n
and l10n.
