Bug#446099: clarify /Bugs/reporting

But only advanced users of reportbug or when they get stuck with
reportbug.

The importat bit of separation there is that I want people to be able
to get started using report bug without having to read the entire rest
of that page.

Perhaps indicating that the second half is for submitting using e-mail
and advanced users of reportbug is more ideal.

I'll make this change.
