I don't know much about apache, but to my knowledge the status option is  
not required in Debian scripts and many don't implement it at all. Yes I 
know, it would be nice, but ...

Do you want to get help or just rant about Debian?

Debian IS easy, but it might do stuff differently than Gentoo. And you 
also wrote to the wrong list. This list is mainly about the Debian 
website. You probably want the debian-user@lists.debian.org list instead 
(but please reformulate your mail before posting there).
