Yes, because the change is imprecise. In general it would be good to
at least assume that someone who has written something has a reason
for what they have written; when that reasoning is unclear or remains
so, asking about it is the best course of action.

I've changed it now to the following:

  <dd>Archives a bug that had been archived at some point in the past
  but is currently not archived if the bug fulfills
  the requirements for archival, ignoring time.

since it's previous incarnation was unclear to some.
