Actually, yes, it can be fixed:
- Upgrade www.d.o to Apache 2
- When changing language, do so via a small CGI script which sets a cookie
- Use the features of Apache >=2.0.51:
SetEnvIf Cookie "language=([a-z][a-z])" prefer-language=$1
