Thank you for your continued help. I'll look into this, but am still confused 
why the Europeans having a glut on bandwidth would mean a lock on the rest of 
the world.

I certainly do not have a lot of bandwidth here. The lack of reponse from 
mirrors@debian.org is also worrying. Are they overworked?
