The XML header on the page stated the encoding anyway, so the BOM wasn't
really very useful.
The best way to place the encoding declaration is of course in the HTTP
header, but that is not always an option, so putting it in the HTML/XML
header section (like www.debian.org does) is usually fine. Any browser that
cannot handle that (or the initial BOM) will have problems browsing actual
web pages as they exist today.
