Why is a package considered broken when its description is UTF-8
encoded? Policy requires changelogs to be UTF-8 encoded, hence the
maintainer name is UTF-8 encoded, which has to match the maintainer
field in debian/control. When the maintainer field in debian/control
is UTF-8 encoded, so why is a package broken, when the rest of that
file is UTF-8 encoded as well?

Why is the idea wrong, to correctly encode multi-byte characters in
create_package_pages.pl, and must not be fixed? Please tag this bug
wontfix if you disagree, but leave it open. Thanks.
