Hmm, I don't think that noel's script is a cgi. It just seems to
extract the changelogs and copyrights and storing them in a directory
tree. The amount of cpu time and disk space needed should be nothing 
compared to my packages.d.o scripts and their output. Why not include
noel's script in packages.d.o and make the changelogs accessible
on the same server?

noel, please comment. Is the source code for your script online 
available?
