If you got that link from 
http://www.debian.org/doc/misc-manuals#history
then we have a problem, but you probably wrote a wrong URL since the
correct URLs are of this form:

http://www.debian.org/doc/manuals/project-history/index.[LANGUAGE].html

like: http://www.debian.org/doc/manuals/project-history/index.en.html 

could you check it please?
