Yes, but only with directly copied pages, not pages that #include
other stuff, the included data *must* be ASCII + entities. This also
includes auto-extracted stuff which are included on other pages (names
for events, titles for news stories and security advisories).

Regarding the updates, that should not be a problem as long as the
program used to look at the diff is accepting latin-1.
