Doc/ pages not building properly (due to migration to gettext)

I think it has something to do with the new .po translation stuff:

My (local) compiled version of devel-manuals.en.html includes:

 <td><strong><gettext domain="doc">Authors:</gettext></strong></td>
  <td>Ian Jackson, Christian Schwarz, David A. Morris</td>
</tr>
<tr>
  <td><strong><gettext domain="doc">Maintainer:</gettext></strong></td>
  <td>The Debian Policy group</td>
</tr>
  <tr><td valign="top"><strong><gettext domain="doc">Status:</gettext></strong></td><td>
  ready
  </td></tr>
  <tr><td valign="top"><strong><gettext domain="doc">Availability:</gettext></strong></td><td>
  <gettext domain="doc">Debian package</gettext>
  <gettext domain="doc">Released version</gettext>

Which obviously is not right. Manuals.def includes the following:

<define-tag inpackage>
  <gettext domain="doc">Debian package</gettext>
</define-tag>

¿? This is missing, obviously, the necessary code for
 <inpackage "debiandoc-sgml-doc"> to work at all..

I have no time to trace the bug now, please fix.
