  $ make index.hr.html
  make: `index.hr.html' is up to date.
  $ touch ../../locale/hr/LC_MESSAGES/others.mo
  $ make index.hr.html
  wml -q -D CUR_YEAR=2002 -o UNDEFuHR:index.hr.html@g+w   index.wml

Note that touching croatian/po/others.hr.po is not sufficient.  The
rationale is that PO files contain automatic comments such as line numbers,
which could change whereas text remain unchanged.
