You forgot a ` after german/english/'
And you can also make it a bit faster and simpler:

for i in `find german -name Makefile `; do
    j=`echo $i | sed 's/^german/english/'`;
    if [ -n "$(diff $j $i)" ]; then
	cp $j $i
    fi
done
