The file however was not availble in CVS until December 4th or so.
I even logged into cvs.debian.org, looked in
/cvs/webwml/webwml/norwegian/releases/woody, and it was not there.
(Of course, there was a file in the Attic directory, last touched by
you).

No, this is incorrect. First, I renamed index.wml to index2.wml, and
tried again. Same result.

Well, see, the sticky point is (c) - update to the cvs version.
There _was_ no CVS version. When one finally re-apperaed, it was out
of date.

Oops. I would have filtered that one into a folder named
'debian-misc', which was a catch-all folder for anything to *debian*
but not to any of the mailing lists to which I subscribe. (I don't
often use tor@debian.org).
Now fixed.

Which, it seemed, was the reason why 'cvs update' would not work, and,
I assumed, that 'cvs add' wouldn't either.

Take a look at the log for international/index.wml. A lot of talk
about changing structure of the file (includes, tags, etc), but no
mention of translation of the text itself. Well, there is that line
'(General Swedish-Norwegian disclaimer applies)'. Looking at the
file, I found that more than half of the text was written in what
probably amounts to 'angloswedish pseudonorwegian' - not something I
want to attach my name to.

Not just for translation purposes, but also for "branding".

The effort is appreciated. It certainly now gives me an incentive to
find these pages rather quickly. :-}

If it comes to it, I suspect that most Norwegians like me would rather
see no translation at all (i.e. removal) rather than trying to
decipher the meaning of 'data om de oversatte meldingskatalogene i
Debianpakker' (a translation of "data on the translated message
catalogs in Debian packages", where 'data' is used as a synonym to
'statistics').
I'm happy to hand over (or alternatively, share) the Norwegian
translation project to anyone who is interested in keeping it up to
date, but I think it probably should be a native speaker.
