http://www.debian.org/devel/help should explain that
new-maintainer@debian.org is closed due to the 
revising of the policies.  It's annoying to get all
the stuff you need for being a debian developer
and then finding out that the last step isn't
possible anymore.

The new-maintainer@debian.org address is functional, and actually being
`maintained' these days, so there's no need to change the web pages not to
mention it.
