You need to be a Debian developer.

Check out http://www.<country>.debian.org/mirror/timestamps . Note that
some mirrors will not have directory indexing turned on. If that is
the case, http://www.<country>.debian.org/mirror/timestamps/master.debian.org
should at least give you an idea of how up to date it is (that is not
authoritative since the mirror update may not have finished).
