Yes, it seems like it.  Try this: "dpkg -s wml" and you'll see the 
following dependency information:

Depends: libc6, perl (>= 5.004.04-6), eperl (>= 2.2.14-0.1), m4 (>= 1.4-8)
Recommends: iselect (>= 1.1.0-1), weblint (>= 1.020-1)
Suggests: libgd-perl (>= 1.18-0.1), gfont, wwwtable (>= 1.3-1)

Try "apt-get install libgd-perl".  It is placed in the Suggests field
becauase it is non-free (the stupid GIF patent again) and since wml
can be used without GD.pm, wml only "suggests" it so wml can be in
main.  I wonder why GD.pm is called though.
