mkdir in Makefile

Jay -

If it's not too late, how much work would it take to add a mkdir into each make
file?  When I was setting up my make system the first time I had a bugger of
a time creating the debian.org tree... (and periodicly I would like to wipe
that tree just to keep it clean)....
