We need to come up with a comprehensive plan for the utilization of the
Debian machines and the (network) distribution of all aspects of Debian.

There are three somewhat distinct aspects of Debian:
  listservers - This can easily be seperated from the rest. I think there
     is currently a plan to put this on its own machine.
  ftp archive - on a machine that developers can upload to and log on to.
     There should not be much other activity on this machine as the scripts
     to keep the distribution up to date (dinstall and lintian) have priority.
  web pages - while it isn't necessary that the web pages be on the same
     machine as the main ftp archive, the current procedure for updating
     the bug lists, list archives and the generation of some of the other
     web pages are tied to the ftp archive so unless it becomes necessary
     to move them, it is easier to let them be.

Where the current confusion lies is the mirroring of the ftp archive and
web pages. Currently many mirrors mirror directly from master. Since we need
good access to master, it would be a good idea to move as much of this net
load away from master as possible.
debian.crosslink.net is the site that is suggested that people mirror from.

What I would like to see is for us to get a machine with good net access that
has a mirror of both the ftp and web and does not allow anon ftp access.
Its only purpose would be to act as a site for mirrors to mirror from.
Anyone wishing to mirror from this site would be given the same account
and password, e.g. user=debian and passwd=mirror. The idea is not total security;
simply to minimize the number of people using this site for updating their system.
Only a few sites would mirror master: ftp.debian.org, www.debian.org, 
debian.crosslink.net (aka www.us.debian.org) and, possibly, a European ftp
and web site.

The only machines debian currently controls are master.debian.org and va.debian.org
(aka www.debian.org). We do not control ftp.debian.org and it has been quite
stable so there is no reason to change this in the near future. It would be
best if we controlled the proposed mirror.debian.org ourselves.
