I've been asked to declare an anti-harassment policy for Debian Sprints
and I'll be happy to do that. Discussing with the proposers (Lars and
Amaya) the obvious question of "who the contact address should be?" has
naturally arisen.

I have been thinking about a global "anti-harassment committee". That is, a group of people involved not only in one community, but coming from various ones who could be contacted via a mail in case of any mistreatment. [...]
Since all the communities face these situations, my guess is it could be more efficient to have a global "committee".+1.That's essentially what I was getting at, but Rayna expressed it much better than I did :)
