Hmm. I also had the impression that you wanted to create a group which will
effectively encourage female translators to interact separately from the rest of
Debian and from the Debian Women project. Maybe this is a mistaken impression.
If it is a correct impression, I would question the usefulness of doing this.

There is a HowTo for requesting a new Debian mailing list here:
http://www.debian.org/MailingLists/HOWTO_start_list
(In short you have to file a wishlist bug against lists.debian.org, containing
the relevant information, and get other people to write to it in support of the
new list, to show that there is infact enough interest.)
