You are right that there should be only one ticket, and that the one filed
later (1026114) is the one to retain.  Thus, my upload by yesterday refers to
ticket 1026144 only.

Because I started this ticket no longer valid, of course I equally should close
it and assume the pattern described in 2013[1] (still) applies here.  Among
the WNPP, the section of prospective packages contains ticket 989710 then
filing the request to add the same program;[2] the current ticket 1026114
likely is going to be of interest for the OP.
