Um, weird.
It works fine for me (checked on a clean system in a chroot), are you using terser provided by "uglifyjs.terser"?
Can you try running
$ terser --compress --mangle -o bootstrap.bundle.min.js bootstrap.bundle.js
$ ls
bootstrap.bundle.js bootstrap.bundle.min.js get
Alternatively, you can also use uglifyjs[3]
