Control: retitle -1 ITA: opensysusers -- processes sysusers.d directory 
to create system users
Control: owner -1 !

I honestly have no idea how dpkg-divert works, nor know well what it 
does. Guess I'll learn something new :)

But wouldn't a `Conflicts: systemd, systemd-tmpfiles` be enough? This 
is what systemd-standalone-tmpfiles does too.
