Or not, the embedded copy is still libtiff 4.0.3 in ITKv5
instead of the version 4.3.0.  Maybe something went wrong with
our system tiff library, or the way it is called needs change;
it's probably worth pinging upstream.

Acknowledged the NMU from the ITKv4 branch below:

Layout pushed to the repository [1], to avoid stalling potential
other efforts.  This should ease steps for other contributors
used to build with `gbp buildpackage`, although other functions
are not quite available, such as import-orig; but that should
not be needed on that particular branch since this version 4 is
end of life.
