Wait a sec, did you check the following forwarded bug upstream?

That's the problem. I've uploaded the package but it was rejected because
"newer" version is already in the archive...

To make progress on the debian packaging, I see three options:

a) Wait for upstream to make a release (cf. https://github.com/opencontainers/image-tools/pull/200)

b) upload with an epoc

c) upload as 1.0.0~rc2+really.rc1-1

Given that option a) didn't work out for over half a year,

I'd suggest to proceed with option b) or c).
