This is the first message I've seen in this discussion, so I have
missed some context.

What is a duplicate of what?

The Debian package ‘jquery-at.js’ is packaging the upstream source
named ‘At.js’ <URL:https://github.com/ichord/At.js/>, hence the
package source name.

The library file is named ‘jquery.atwho.js’. I don't know why the
difference in name.

You're probably right that ‘libjs-jquery-atwho’ is correct for the
Debian binary package name.

Please report a bug, severity ‘minor’ to rename the binary package.
