This is the successor fork to Quagga, forked off Q4 2016.  By looking at
recent commit activity, you can see that Quagga is essentially dead
while FRR is rapidly moving forward.  Coincidentally, all upstream
maintainers except for the original author have moved from Quagga to
FRR; same applies for testing resources.

Release (dist) tarballs are as files on github's tags @

There is also a README/FAQ for packaging:

It may be appropriate to upgrade quagga installations to frr.  The
packages have only one filename collision (vtysh);  they could be
installed in parallel but only one can actually run.  frr can load
Quagga configurations, though this capability will diminish over future
releases.

FRR is a Linux Foundation Collaborative Project.
