Bug#686924: RFC: casacore-2.1.0-1 debian package

Hi folks,

I have just pushed my working branch of casacore packaging to

  https://anonscm.debian.org/cgit/debian-astro/packages/casacore.git

I consider it ready to be uploaded. Please have a review and share your
thoughts.

To build it,

  $ git clone git://anonscm.debian.org/debian-astro/packages/casacore.git
  $ cd casacore
  $ git branch upstream --track origin/upstream
  $ gbp buildpackage


casacore-1.7.0-1 was uploaded two years ago and rejected by ftp-masters
with some minor license issues[1].  Now that the upstream has removed
the problematic sources in the 2.1.0 release, it is time to upload
again.

I would like to thank Ole (the initial packager and my mentor) and Gijs
(now an upstream developer) for their help through the packaging.
