So you should exclude these files from the casacore orig tarball (may be
done with the "Exclude-Files" field in debian/copyright).

Instead of SOFA, you can link to the erfa package, which is in Debian [1].
This is a BSD licensed variant of SOFA (except that all prefixes changed
from iau_ to era) [2]. So, casacore may stay in main. This is also preferrable
since it avoids code duplication.

Is SOFA just used for testing? Then porting to erfa may not worth the effort
at all, maybe just disable these tests at the beginning?
