I have put together a package for this, you can find it here: https://mentors.debian.net/package/openstreetmap-carto I have done some initial testing and it appears to work. It uses debconf to configure the database name, and prompt the user to download the data. I am unsure if this package requiring the user to download some data before use has any effect on how it's packaged. I am also unsure if managing the data in this way is best...?
