Indeed, it is a little bit of over-engineering...
The only really usefull bit remaing is the "Provides: time-daemon,
Conflicts: time-daemon | ntp".
Again, this virtual package has been for a long time discuted
( https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=391841 )
so maybe interested user are better of building a dummy NTP
with equivs to satisfy depedencies.

This preset feature seems really nice.
networkd is a little bit complex, it needs a way to somehow translate
/etc/network/interfaces into /etc/systemd/network/*.network .
That would be a little fun coding project; if it is ever needed.
