The RaspberryPi image could just run systemctl enable as part of the
build process, so a separate package seems overkill.

Please don't. If such a package is ever built, it will have to be built
from the systemd source package and maintained there, not by a 3rd party
source package.
I'm not convinced that we need a separate package for this.
Maybe we should use the preset feature [1] and run systemctl preset
systemd-{timesyncd, networkd, ...} in postinst so derivatives can more
easily customize the wanted behaviour.
