Bug#745377: reportbug should check only matching names for wnpp

instead of listing all bugs against wnpp when filing ITP or RFP, it
could just list relevant bugs matching like output of wnpp-check

if someone chooses a package name ruby-omniauth-wordpress, it can
search for whole package name first and them try small name searches
like omniauth-wordpress or omniauth and wordpress (to account for a
name that doesn't follow naming policy)
