Patch for http://www.debian.org/devel/wnpp/

Hello,

The WNPP page [1] currently has a paragraph that says:

Attention: You can not reassign, retitle, or set the owner of bug reports by mailing the report number @bugs.debian.org, nor by filing new reports. You have to send an appropriate message to the BTS control bot — read the instructions for it!

This is no longer correct. Don Armstrong added the ability to use Control pseudo-headers [2] this past July. I have prepared a patch based on the files in CVS to fix this issue. I read through the various documentation, but I did not find a better way to submit patches. Please let me know if I overlooked something or if any changes are needed for the patch. Also, I do feel a little uncomfrtable linking to a non-Debian website, but I was unable to find these changes documented elsewhere (probably a bug in need of a patch).

Thanks,
Nathan Handler (nhandler)
