Hello NumPy maintainers,

It would nice if you could make a package with the numpydoc sphinx
extension that is embedded in numpy source in doc/sphinxext (otherwise,
there is seperate tarball on pypi). In particular, this would make it
possible to build scipy documentation (either from source or package,
see #600547).
