... I'm a bit curious if the description is well explained.

Is this something meant only for use in Debian context ? ... which kind
of databases are you talking about ?

It seems to me it complements the packaging system trying to workaround
some limitations, but that's not so clear... maybe it's a multipurpose
tool anyway ?
